ABSTRACT

This article highlights the concept of Enactment of National Disaster Management Act, Creation of Authority at National, State and District level. The enactment of the National Disaster Management Act (NDMA) in 2005 marked a significant advancement in India’s disaster management framework, introducing a comprehensive and coordinated approach to disaster preparedness, response, and mitigation. The Prime Minister acts because the chair of the NDMA, that’s the very best authority in rate of organizing country wide guidelines and recommendations to assure activate and green catastrophe response. The Act calls for the status quo of a National Disaster Management Authority (NDMA) on the federal degree. The aforementioned guidelines are then operationalized on the provincial and district scales below State Disaster Management Arrangements (SDMAs) and District Emergency Management Authorities (DDMAs), correspondingly. The NDMA framework also prioritizes the integration of technology and data management in disaster response. This includes the use of early warning systems, geographic information systems (GIS), and real-time data to enhance decision-making and coordination. The Act underscores the necessity of effective coordination among government bodies, nongovernmental organizations (NGOs), the private sector, and local communities to ensure a unified and efficient disaster response. Furthermore, the framework promotes a multi-hazard approach, recognizing the need to address various types of disasters—natural and man-made. It encourages the development of local disaster management plans, community-based disaster preparedness programs, and the involvement of local stakeholders in disaster risk reduction initiatives. In conclusion, the NDMA and the creation of disaster management authorities at national, state, and district levels represent a paradigm shift in India’s approach to disaster management. This framework aims to mitigate disaster impacts, enhance community resilience, and ensure a coordinated and effective response by leveraging technology, fostering collaboration among diverse stakeholders, and prioritizing both preparedness and recovery efforts.
